The reason is:

- the enclosure for the cutting mechanism does not extend below the cutting plane resulting in risk of objects being fired out and of body parts coming into contact with the cutting mechanism;

- it is possible for a person to raise the machine horizontally from its normal working position and hence get access to the rotating blades, or to lift the machine at one side (tilting it by more than 30 degrees) without the cutting mechanism stopping. Therefore, there is a risk of amputation of fingers, cuts and skin lesions;

- the time it takes for the cutting mechanism to stop is measured at 4-5 seconds which is not in accordance with the standard and is not considered sufficient.

On June 18, 2010, the European Chemicals Agency (ECHA) added eight new substances to the Candidate List, bringing the total to thirty-eight. The list is published online (only) at www.echa.europa.eu.

The Candidate List is an important step in identifying SVHCs (substances of very high concern). Once a substance is placed on the list, the manufacturer/producer/importer has additional REACH obligations. Many substances on the list undergo further evaluation to see if they should be added to Annex XIV, which requires authorization from the European Commission prior to use.

These are the 8 new substances added which of course are also added to the ProductIP database requirement list.
